A wholly owned subsidiary of Penang Development Corporation (PDC), PDC Telco is licensed and regulated by the Malaysian Communications and Multimedia Commission (MCMC) as a Network Facilities Provider (NFP), Network Service Provider (NSP), and Applications Service Provider [ASP(C)]. The company is also a member of the Persatuan Penyedia Infrastruktur Telekomunikasi (PPIT) and the Malaysian Technical Standards Forum Bhd (MTSFB).

PDC Telco supports the development, ownership, and management of shared telecommunications infrastructure across Penang, including towers, poles, ducts, pits, fibre infrastructure, and related facilities. The company also serves as the One-Stop Agency (OSA) and coordinating agency for the Penang Telecommunications Trenching Works, an initiative owned by Chief Minister Incorporated (CMI), to support more organised, efficient, and sustainable underground infrastructure deployment statewide.
